Research on Improving the Salary Structure of Port State Control Officers in Taiwan

The implementation of port state control (PSC) has been challenging in Taiwan due to the lack officers (PSCOs), and foreign ships berthing at ports that cannot be effectively inspected. PSCOs are subordinate public service system restrained by number personnel Executive Yuan. Compared with similar professions, their salaries significantly different from those industry, making recruiting retaining a difficult task. Accordingly, this study improved salary structure conducting field interviews existing applying Fuzzy-AHP method as an analysis model. results indicate priority should given improving adjustment “profession allowance” for PSCOs. This work seeks provide shipping authorities reference remuneration achieve effective recruitment retention.
